Education is a key factor in the life of a person and the quality of education that is delivered especially in low-income countries is very important. This project will help in developing models for effective leadership and change that is relevant enough to the learners who are disadvantaged in contexts that are difficult to deliver. The project will try to explore the role played or the government’s priority areas in the management and leadership especially in examining leadership development needs of school headteachers (South worth,& Conner, 1999).
The project will try to identify effective practice in principal and running change, as well as, giving encouragement to improve the level and quality of education in many African countries. Study practices of leadership and management that are in existence by putting a certain attention on how they are able to inhibit and facilitate the implementation process of existing initiatives for quality education will be addressed (South worth,& Conner, 1999). Identifying these countries context gaps in the leadership and management growth initiative in existence will be another crucial strategy for this project. The project will also be able to come up with indicators of quality leadership that are relevant enough to the needs of the underprivileged learning environment. Other project outcomes will be on the theory development on the education management and leadership for change in the underprivileged communities, and new knowledge generation for quality enhancement.
Aims and Objectives

Rationale
There is a wide recognition between effective schools and successful leadership. Research in school effectiveness has managed to highlight the contribution made by leadership improvements. For example, according to Commonwealth Secretariat (1996), the head has the most crucial position in ensuring school efficiency especially in the discharge of educational quality development initiatives in language and literacy. There are certain areas that teachers and headteachers conceptualize their leadership roles,as well as, the level of quality leadership that is usually available in schools.
The concern issue
A lot is known on leadership aspects in high-income countries. However, in low-income countries there is very little information that is known on school leadership affects the quality of education offered. The strategies of professional development that an education leader receives in Africa are based on Western models. The education from Africa finds it hard to accommodate and apply these acquired competences in the Africa school environments (Brundrett,& Rhodes,2011). This brings in the need to come up with contextual models that are relevant in the leadership and change areas. This can be done by drawing the best practice from elsewhere through the recognition of local needs and realities. This is because the difficulties experienced by school leaders in developing countries specifically in Africa have radical problems that are faced by their counterparts in industrialized countries.
The poverty eradication role has become a major aspect in initiative in low-income countries. There are several serious problems linked to poverty such as child labor, and high child mortality. Despite of all these, there is very little attention that has been directed to the area of school leadership and management. To deliver in this area, quality education must be given the first priority, which calls for the need to undertake an empirical study in this area (Gardner,&Nudler, 1999). The project will define the role of quality leadership in poverty reduction in the disadvantaged countries, the relationship that exists between gender quality and its effectiveness. Finally, the call for scholarly appreciation of how effectual leadership affects disadvantaged communities and minority groups in the education sector.
Research benefits
The research will help in giving a clear understanding and information on the best practices that can be employed in order to improve the quality of education in disadvantaged communities. Through this research leadership and management indicators that are necessary will be identified to help in the enhancement of schools, as well as, communities in the fight against poverty (Gardner,&Nudler, 1999). The research will also aid in the process of developing initiatives that will be able to promote an effective form of leadership and management for quality education change in underprivileged environments. Finally, well-designed training materials, as well as, implementation strategy will be developed as a result of this research.
