In addition to actual ports, small craft can make landings along virtually any stretch of beach to load or unload cargo of all types. The Texas Gulf Coast is emblematic of the problem facing all nations with ocean access. Considering Mexico’s close proximity to the Texas Gulf Coast, what is the probability of contraband or illegal immigrants coming ashore at any given point and how much effort is necessary to minimize the likelihood of those goods or people entering the economy?
